A pageview is counted every time any page loads, whether or not a campaign appears — OptiMonk's own pricing page says so explicitly. A unique monthly visitor is counted once however many pages they view. A store with deep browsing sessions burns pageview allowances far faster than visitor allowances, and a store with shallow one-page visits does the opposite. Work out which shape your traffic is before comparing the two prices.
